At least thirteen people have been confirmed dead and approximately 300,000 residents have been instructed to leave their homes following the earthquake that struck Japan this week. Rescue operations are continuing across the affected prefectures, and officials have said openly that the confirmed toll is expected to rise as crews reach isolated communities and clear collapsed structures.
The current picture

Why the evacuation number is so much larger than the casualty number
This ratio is a feature of Japanese disaster policy, not an anomaly. Evacuation instructions are issued pre-emptively for tsunami risk, aftershock-triggered landslides and structural uncertainty in buildings that have not yet been inspected. The system deliberately over-evacuates because the cost of a night in a school gymnasium is small and the cost of being wrong is not. Reading a high evacuation figure as a proxy for casualties misunderstands what the number measures.
Japan evacuates on suspicion and inspects afterwards. That sequence is why the death toll from a comparable quake elsewhere would be an order of magnitude higher.
The rescue window
Survival rates for people trapped in collapsed structures fall steeply after the first seventy-two hours, driven primarily by dehydration and crush injury complications. Japanese urban search and rescue teams are among the most practised in the world, but the constraint in a dispersed rural event is access rather than technique: severed roads and landslide debris determine how quickly crews reach the sites where the arithmetic still favours survivors.
What comes after the acute phase
The pattern from previous Japanese earthquakes is consistent. Shelter populations peak within three days and then decline slowly over months. Excess mortality in the weeks after a quake — from disrupted chronic care, thrombosis in cramped shelters, hypothermia and stress-related cardiac events — has in some past events approached or exceeded the direct toll. Ageing rural populations in the affected regions make this risk particularly acute here.
The engineering and preparedness measures that keep Japanese casualty figures low relative to comparable events elsewhere are worth studying in their own right, and we have set them out separately. For now the numbers will move, and they will move upward. That is a statement about the pace of information from severed valleys, not about the failure of the response.
